Punjab passes resolution against Centre’s ‘apathy’ on flood aid

CHANDIGARH: The Punjab assembly on Monday unanimously passed a resolution condemning the failure of the BJP-led central govt to sanction a special financial package required to address the state’s worst floods in decades.Moved by water resources minister Barinder Kumar Goyal on Friday, the resolution sparked two days of heated debate and sharp exchanges between the opposition and treasury benches, The resolution noted that the floods, the worst since 1988, affected more than 34 lakh people. According to govt estimates, the devastation surpassed all previous major flood events in independent India, including those of 1955 and 1978. It caused losses to over 20 lakh people, destroyed crops on nearly 5 lakh acres, led to heavy livestock casualties, and inflicted irreparable damage on both private and public infrastructure. The resolution sought a comprehensive special package of Rs 20,000 crore from the Centre for compensation to farmers, rebuilding infrastructure, and restoring livelihoods in flood-affected areas. It also demanded the immediate and full transfer of the entire Rs 1,600 crore announced as financial assistance to Punjab. The resolution recorded its strong protest against what it termed the Union govt’s “apathy,” alleging that non-disbursement of even the token amount announced critically hampered the pace of ongoing relief and rehabilitation operations in the state. It further condemned the Prime Minister’s Office for not responding to repeated requests from Punjab chief minister for a meeting, calling it an insult to the people of the state and a denial of their right to make a comprehensive representation of the scale of the disaster. A copy of the resolution has been officially sent to the Prime Minister, Union home minister, and the Union ministry of finance, urging immediate and decisive action.
