media report.<span class=\"id-r-component br\" data-pos=\"4\"\/>The three demands were conveyed during talks held last week in Urumqi, China, where Pakistani and Afghan Taliban representatives met in the first major diplomatic engagement since Islamabad launched Operation Ghazab lil-Haq in late February, targeting what it described as terrorist hideouts inside Afghanistan.<span class=\"id-r-component br\" data-pos=\"6\"\/>According to The Express Tribune, these demands now form the core of Pakistan\u2019s negotiating position, which has hardened amid continued security sent technical-level delegations to Urumqi, underlining the operational nature of the talks rather than a high-level political breakthrough at this stage.<span class=\"id-r-component br\" data-pos=\"34\"\/><\/p>\n<p><h3>Pakistan says talks do not mean policy shift<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"36\"\/>Even as talks continue, Islamabad has sought to make clear that its participation should not be read as a softening of its stance.<span class=\"id-r-component br\" data-pos=\"39\"\/>Pakistan foreign office spokesperson Tahir Andrabi said the dialogue process with the Afghan Taliban, with the involvement of friends such as China, to get firm assurances from Kabul that it will take visible and verifiable actions,\u201d he said, as quoted by PTI.<span class=\"id-r-component br\" data-pos=\"43\"\/>Andrabi also said at a recent weekly briefing, \u201cThere is no material change to ongoing Operation Ghazab Lil Haq that I mentioned last week.\u201d<span class=\"id-r-component br\" data-pos=\"46\"\/>Pakistan has also made it clear that, for now, the talks are limited strictly to counter-terrorism and border security, with no broader political engagement on the table.<span class=\"id-r-component br\" data-pos=\"48\"\/><\/p>\n<p><h3>TTP remains the central flashpoint<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"50\"\/>The talks come against the backdrop of months of rising friction between the neighbours, driven largely by Pakistan\u2019s repeated allegations that Afghanistan is allowing TTP and Balochistan Liberation Army (BLA) militants to operate from its soil.<span class=\"id-r-component br\" data-pos=\"53\"\/>Islamabad has consistently accused Kabul of harbouring anti-Pakistan militants, data-pos=\"82\"\/><\/p>\n<p><h3>No breakthrough yet, but talks seen as significant<\/h3>\n<\/p>\n<p><span class=\"id-r-component br\" data-pos=\"84\"\/>So far, there has been no breakthrough.<span class=\"id-r-component br\" data-pos=\"86\"\/>However, officials said the fact that both sides are talking at all is an important step after months of military escalation and public
