CHANDIGARH: Haryana IAS officer Amneet Kumar, the wife of senior IPS officer Y Puran Kumar – who died by suicide three days ago – has expressed dissatisfaction with the contents of FIR registered on Thursday, and written to the Chandigarh senior SP for immediate corrections.She has said that the copy of the FIR number 156, handed to her at 10.22pm on Thursday, was unsigned and had “incomplete information”.

“The names of the accused persons have not been mentioned clearly and the document lacks the necessary details required for a fair and transparent investigation,” says her letter to the SSP.“As per my complaint, the names of the accused persons (1) Shatrujeet Kapur (2) Narendra Bijarniya have not been entered in the FIR. That was the trigger point for his suicide. As per the prescribed FIR document format, all accused should be clearly listed under column 7,” she has written, requesting that the FIR be amended to :accurately reflect the names of all accused individuals in the proper section”.On Thursday, police had said the FIR names “everyone named in the suicide note”, but wouldn’t come on record to say if Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya were mentioned as the accused.Amneet also accuses Chandigarh Police of diluting charges under SC & ST (Prevention of Atrocities) Act. The FIR invokes section 3(1)(r) of the Act, which provides for a jail term of a minimum six months, extendable to five years, and a fine.The IAS officer feels the appropriate charge is Section 3(2) (v) of the Act, which provides for life imprisonment and a fine if the offence is motivated by the victim’s caste. This section must be added to the FIR to ensure the correct legal provisions are applied, she said.The FIR is registered under section 108 of BNS for abetment to suicide, which provides for a maximum sentence of 10 years.Amneet has also submitted that the ‘Final Note’, dated Oct 7, 2025, recovered from the pocket of her husband’s pocket and his laptop bag have not been provided to her. “I have not received any copy of the said ‘final note’ to compare it with the version referenced in the FIR. I request that certified copies of both ‘final notes’ be supplied to me immediately for record and verifications,” she has requested.Amneet, a 2001 batch IAS officer, is posted as commissioner and secretary in Haryana government.
