LUCKNOW: The Uttar Pradesh government has ordered a vigilance inquiry against Deputy Superintendent of Police (DySP) Rishikant Shukla, currently posted in Bhogaon, Mainpuri, after an SIT probe found evidence that he amassed illegal wealth worth nearly Rs 100 crore, allegedly in collusion with a Kanpur-based lawyer’s extortion syndicate.According to an official communication dated October 3, 2025 from the Home (Police Services) Department, the decision follows a recommendation from the Additional Director General (ADG), Administration, Uttar Pradesh Police, based on reports submitted by the Police Commissioner, Kanpur Nagar and the Special Investigation Team (SIT).SIT Probes Links with Kanpur GangThe investigation began after Kanpur Police Commissioner’s office received reports about a gang of advocates involved in fabricating false cases, extortion, and land grabbing. A special team, headed by a Deputy Commissioner of Police, was formed to probe the allegations.During the inquiry, the SIT discovered that advocate Akhilesh Dubey, son of Ramkrishna Dubey and resident of Saket Nagar, Kanpur, was operating a well-organized network engaged in filing fake FIRs, extorting money, and forcibly occupying land. The gang allegedly maintained close links with officials in the police, KDA (Kanpur Development Authority), and other government departments to facilitate its activities.The SIT’s report revealed that DySP Rishikant Shukla, who joined the police force as a sub-inspector in 1998, served for over a decade in Kanpur between 1998–2006 and 2006–2009. During this period, he allegedly developed close ties with Akhilesh Dubey and became a silent partner in several real-estate ventures connected to the gang.Rs 100 Crore Assets UnearthedInvestigators found that Shukla, along with his family members and associates, owns immovable properties at 12 prime locations with an estimated current market value of ₹92 crore. Additionally, three other properties—linked through his PAN records—could not be officially verified.The SIT also identified 11 commercial shops in Arya Nagar, registered under the name of Devendra Dubey, a known associate of Akhilesh Dubey, but allegedly benami properties owned by Shukla.Officials noted that such massive wealth accumulation is disproportionate to his known sources of income, given his progression from sub-inspector to DySP. The vigilance report concluded that Shukla’s assets appear “unnatural, illegal, and far exceeding legitimate income.”Vigilance probe orderedFollowing the SIT findings, the ADG (Administration), after approval from the Director General of Police (DGP), Uttar Pradesh, recommended a formal vigilance inquiry and subsequent departmental action.The Home Department has now directed the Principal Secretary, Vigilance Department, to initiate a comprehensive investigation into Shukla’s financial and property records and to take further legal and departmental action based on the findings.The order includes 266 pages of supporting documents, including SIT reports, Kanpur Police correspondence, and property verification records.
